A pressure group has been formed in the United States to pressure the US government to advocate and support peace negotiations to end the 18-year- old conflict in northern Uganda, a war that has been largely ignored by the western world.
The Uganda Conflict Action Network (Uganda-CAN) was launched yesterday by the Washington-based Africa Faith and Justice Network (AFJN).








The grassroots campaign seeks to raise awareness among Americans to support a peaceful resolution of the conflict in northern Uganda as part of a greater movement to achieve peace in the Great Lakes Region.

"The US, through military aid and strategic alliances, has played a significant role in the persistence of this horrific war," Peter Quaranto, the founding director of Uganda-CAN, said. The 18-year- old war in northern Uganda has left more than 20,000 children abducted, tens of thousands of people maimed or killed and 1.6 million people languishing in internally displaced people's (IDP) camps. It has remained one of the most forgotten crises in the world.

THREE women were on Thursday hacked to death by the Lord's Resistance Army rebels in Pader.
The women were in their gardens in Latuu in Lapul sub-county, Aruu county.








The northern regional police commander, P. K. Arinaitwe, identified the dead as Christine Lakot, Mary Atto and Sylvia.
The northern army spokesman, Lt. Tabaro Kiconco, on Saturday said the army pursued the rebels, killing three of them on Friday. He said the army rescued eight captives.

 Are there FDC MPs?!??!?!? Or are we talking other versions of unprincipled tripple crossing ...?! It is strange that FDC with their renegade former Army Officers who besides, did not renegade because of principled pacifical anti war conviction or solidarity with the plight of fellow Ugandan in the North but because the dinner table got sour suddenly expect that merely ideology laundering for the sake of our votes change everthing. 
It is still SOS (same old shit!!!) !! The same old trade goods; differnt trademark!!!
Those renegade former army officers, si manyi oba Major aani oba...merely want free ride to celebrity beam!!

The army, backed by anti-riot Police, deployed Mambas and Buffalo fighting vehicles and prevented FDC MPs from addressing their supporters. The MPs, led by Reagan Okumu (Aswa) and Michael Nyeko Ocula (Kilak), had earlier received a rousing welcome from supporters at Layibi Corner in Gulu Municipality. Okumu and Ocula were lifted shoulder-high to celebrate their recent release from Luzira Prison where they were remanded on murder charges. They were accompanied by the FDC National Executive Co-ordinator, Sam Njuba (right), FDC vice-chairperson for the northern region, Prof. Morris Ogenga Latigo (Agago MP) and MPs Martin Wandera (Workers), Christopher Kibazanga (Kasese) and FDC National Youth Co-or
  
dinator, Odonga Otto (Aruu). The MPs had earlier addressed rallies at Coo-Pee and Unyama IDP camps in Bungatira and Paicho sub-counties respectively. Okumu and Ocula missed a traditional cleansing ceremony organised by traditional chiefs because they were delayed at the camps. By the time they arrived at Kaunda Grounds for their final rally, dozens of soldiers had deployed there and a heated exchange ensued between the MPs and the Police. Odonga Otto said, “I know human rights and laws more than you. Ask the President to tell you about when I led a student strike at Makerere University. There will be tragedy and bloodshed here if you continue to push these crowds. Kony is in the bush and there is no one following him yet the UPDF commanders are loitering in Kampala and Kaunda Ground waiting to block rallies.” The MPs said they would take the matter to Parliament and push for the punishment of some of the police officers. If he were serious about his assertion and given the power positions he held, why did he not act to influence the development in positive direction? His Excellency President Musseveni is not on some solo drive. These categories of renegades are nothing but bluffs!!

RTD. Maj. Ruranga Rubaramira has said President Yoweri Museveni is a dictator worse than exiled former President, Dr Apollo Milton Obote.
Rubaramira, who is the Inter-party Coordinator, for the Forum for Democratic Change (FDC), said the bush war audit revealed that they sacrificed their lives for nothing.












"When we took to the bush to fight Obote, we knew we were fighting dictatorship, but only to learn today that Museveni is a dictator worse than Obote, and the late Idi Amin Dada," he said. Rubaramira was on Saturday addressing a rally at Kumi Township Primary School after launching FDC offices in the district.
He said statistics showed that Ugandans are poorer today than 20 years ago.
"The majority of the people are living below one dollar," Rubaramira said.

Fellow citizens  - New Vision on June 5, 2005 curried a statistical photo 
exhibition of Kampala Roads potholes. They counted every pothole on every newly 
constructed and old constructed road.

When I read this article I couldn’t fail to see the illogic nature of the 
Afrikaans, incompetence, unseriousness, insincerity of our people, brunt liars, 
and sheer foolishness of KCC.  

a.  As a first step to understand that KCC understand what they are talking 
about potholes, I challenge what is his name by the way, yes Ssegane to come up 
with a KAMPALA DETAIL ROAD MAP OF KAMPALA FULLY SPECIFYING TOPOGRAPHICAL, 
GEOMORPHOLOGICAL, ENVIRONMENTAL AND SOCIOLOGICAL aspects.

b.  Such maps will be in place update every quarter of year. KCC does not 
even have a cartographic department – Kampala City Council Uganda – what an 
absurdity!

c.  A packed Matatu weights way above 4000 tonnes, therefore vibrations and 
constant pounding on road structures is what solely destroys roads in Kampala.

d.   Flyovers mbu is the solution for less than 10,000 vehicles!  woo what 
planning nonsense.  Kampala has a population of about 20,000 vehicles – a 
small city in Europe of a smaller size will have about 250,000- 500,000 
vehicles.

e.  Many roads are badly designed therefore subject to the full force of 
chemical weathering, garbage litter, water erosion on top of erratic hot 
tropical climate – has KCC ever launched a study to find out how to mitigate 
these problems?  KCC knows better!

f.  Kampala today is over 10 kilometres in radius on all sides - therefore 
the current transport infrastructure is not feasible in anyway to contemporary 
city planning - if a kilometre of a road cost shs 250 million – what is the 
alternative?

g.   For KCC it is TINA formation (there is no alternative) Makerere 
University engineering faculty and KCC engineers taken to task to explain 
potholes, stupid.

h.  The British built a railway from Mombasa to Kasese why can’t build a 
tram system on all 900 km of Kampala city roads and how much will KCC save from 
maintenance and road construction costs?

i.  Why has KCC not started a district bus service – lack of money or 
matatu ownership?!!

j.  In fact the majority of Kampala people would be cycling to work, if 
there were any sort of structure in place i.e. cycling tracks on all roads. 4 
wheel drive.

k.  Mark you garbage litter another debacle leaching roads, can generate 
electricity, income for KCC and for lighting of entire city at a very low cost 
than polluting Kitezi. 

l.  There is what we call SPATIALITY (low technical solution) – that is 
localisation and population spread over a wide area – this will enhance 
decongestion, disorganisation, cleanliness, and of course solve all what is 
called Kampala traffic/road problems.  

m.  Relocating all major commercial and trading activities will completely 
decongest the city- move owino market to Natete, Kawempe, move trade from 
Kikubo to Katwe or Kasubi move all taxis out of the city and reintroduce city 
buses or trams – simple no potholes. 

n.  Had KCC been competent enough today it will own broadband cable network 
all over the city breadth, to take services into the suburbs hence pushing the 
population to work outside the city. 

o.  Does KCC have any development fund later all on investments to fund 
city development plans? LGDP stupid!

p.  All what was written up does not add up but a reflection of people lost 
into their own world, so arrogant to assume that every one of us is gyrating in 
the same mess.

THREE women were on Thursday hacked to death by the Lord's Resistance Army rebels in Pader.
The women were in their gardens in Latuu in Lapul sub-county, Aruu county.








The northern regional police commander, P. K. Arinaitwe, identified the dead as Christine Lakot, Mary Atto and Sylvia.
The northern army spokesman, Lt. Tabaro Kiconco, on Saturday said the army pursued the rebels, killing three of them on Friday. He said the army rescued eight captives.

KARABILA, Iraq (Reuters) - U.S. Marines claimed success on Tuesday in another battle against insurgents in the Iraqi desert but acknowledged that the war was far from over and that guerrillas would soon recover lost ground. 




After four days of bombardment and street-to-street gunbattles, the Marines cleared Karabila -- a strategic way station near the main border crossing where the Euphrates flows in from Syria -- of foreign fighters who made it a base.
But U.S. officers and local people in the town, badly damaged by the fighting, said the insurgents would be back.
"That is another in a string of successful operations that continue to disrupt and interdict insurgent activity in west Anbar province," said Colonel Steve Davis, who commanded the 1,000 U.S. and Iraqi troops involved in "Operation Spear."
Battalion intelligence officer Captain Thomas Sibley pointed out, however, that any final victory was still some way off: "If this was the only thing we did, we would lose this war -- quickly. But it's not the only thing we're doing.
"Yeah, in a couple of weeks they'll be back and they'll make up for these losses. But that's fine, because we're not beating them in two weeks. We're beating them in two years."
Mohammed Solfeij, 33, whose house is on the outskirts of Karabila near where the Americans first entered the town, said the insurgents would be back "as soon as the Americans leave."
"The people are suffering. Most of them have fled to live in the desert," he said.
Relations between local tribes and both foreign Islamist fighters and the Americans can be hostile. Many of Karabila's 60,000 residents fled before the U.S. assault. And there are signs of fighting between Iraqis and foreigners.
EBB AND FLOW
Unlike the U.S. forces that seized in November and now largely hold the former insurgent bastion of Falluja, near Baghdad, the 20,000 Marines who patrol the vast desert remainder of Anbar province -- nearly a third of Iraq's territory -- lack the numbers to stay in areas after battles.
The result has been a series of operations to clear insurgent strongholds along the Euphrates, from Syria to Falluja, after which the Marines withdraw to their bases.
Karabila, close to Qaim, is just across the river from where the same troops mounted "Operation Matador" early in May.
The Karabila assault, which began with air strikes and an advance into the town from the south early last Friday and lasted until dusk on Monday, was a success in military terms.
Locals say much of the town had been under control of foreigners, who had even set up checkpoints in the center.
Lieutenant Colonel Timothy Mundy said the U.S.-led forces killed 45-50 insurgents. A Reuters correspondent was shown five insurgents' bodies and heard detailed accounts from individual Marines of firefights in which more were killed.
Four Iraqis were freed from a cell where they said they were tortured. Weapons, ammunition, explosives and bomb-making gear were discovered, in one case alongside a horde of passports from Algeria, Libya, Saudi Arabia, Sudan and Tunisia.
Stuffed in one a boarding pass showing the bearer flew on Libyan Arab Airways to Damascus from Tripoli on June 1, buttressing Washington's complaints about Syrian indulgence. 
COSTS OF WAR 
There was a cost for civilians and the Americans too. 
One Marine was killed and six wounded, Mundy said. His forces killed three civilians and wounded two in a firefight and made no count of the number of civilians who may have been hurt from afar by air or artillery strikes, although much of the town was deserted before the battle. 
The chief doctor at the area's main hospital in Qaim, Hamdi al-Alusi, said on Tuesday he had counted 25 civilian dead and feared others lay buried in the rubble of their homes. Those figures could also not be independently checked. 
U.S. and Iraqi troops searched every house, often only after the front gate was blown off. Weapons caches were detonated on the spot bringing houses down around them. 
Whole streets were obliterated. 
Marines say the devastation is the price to pay to disrupt Sunni Arab insurgents responsible for a suicide bombing campaign that has worsened over the past two months since a new Shi'ite-led government was formed. And they hope that soon they will no longer have to abandon towns once they clear them. 
A company of about 100 newly trained Iraqi troops assisted the 1,000 Americans in Operation Spear -- all the local troops the Marines have to work with in their territory so far. 
"In two years, or maybe one year or six months, there will be Iraqi army or Iraqi security forces that come here and stay on the territory that we push the insurgents from," said Sibley, the intelligence office. "The locals will love it."

BRUSSELS, Belgium - Iraq's justice minister on Tuesday accused the United States of trying to delay Iraqi efforts to interrogate Saddam Hussein, saying "it seems there are lots of secrets they want to hide." .




Justice Minister Abdel Hussein Shandal also told The Associated Press he was confident that Saddam's trial on war crimes charges would be over by the end of the year, underlining the Iraqi government's determination to try the ousted leader soon.
"This trial will be accomplished within 2005 — and this will only be in Iraqi courts," he said in an interview on the sidelines of an international conference on his country's future.
U.S. officials had no immediate comment on Shandal's remarks, but the Americans privately have urged caution about rushing into a trial, saying the Iraqis need to develop a good court and judicial system — one of the main topics of discussion at the conference in Brussels, Belgium.
An official at the press office of the Iraqi Special Tribunal that is overseeing the court proceedings in Baghdad stressed it was an independent body and was not bound by the minister's comments. He said no date had been set for Saddam's trial.
"The interrogation of Saddam is taking place regularly and almost daily and neither the justice minister, nor the Americans, have anything to do with it because the IST is an independent court," the official said. "Saddam's trial will start as soon as the investigation finishes."
The official, who spoke on condition of anonymity because of security concerns, also said things are taking place in stages and as scheduled."
Saddam, 68, has been jailed under American control at a U.S. military detention complex near Baghdad airport named Camp Cropper, which holds 110 high-profile detainees.
But Shandal alleged that U.S. officials deliberately are trying to limit access to Saddam because they have their own secrets to protect, including funneling money and support to Iraqi leader during his rule.
"It seems there are lots of secrets they want to hide," Shandal said.
"There should be transparency and there should be frankness, but there are secrets that if revealed, won't be in the interest of many countries," he said. "Who was helping Saddam all those years?"
Shandal said he was speaking with the authority of a Cabinet minister who personally nominated several of the judges on the tribunal and was in close contact with the investigators.
Saddam has been interrogated by the Iraqi tribunal, which recently released a video of his questioning — without sound.
The tribunal, which was appointed by the now-defunct U.S.-led Coalition Provisional Authority, has released a total of three such videotapes showing the ousted dictator and two others giving testimony and signing statements before the panel.
The tribunal in the past has criticized government officials, including Prime Minister Ibrahim al-Jaafari's spokesman, Laith Kuba, for suggesting that a timetable had been set. Kuba said in early June that Saddam's trial would start in two months.
The tribunal also has sought to stress its independence from the government. "Any date to start the trials belongs to the judges," the tribunal said in a June 6 statement.
U.S. officials say Iraqis will decide on Saddam's trial but there are concerns that a trial could interfere with the key process of writing a constitution and inflame sectarian tensions. The Iraqi government must finish a draft by mid-August so they can hold a referendum on the charter ahead of December elections for a full-term government.
Shandal acknowledged Tuesday that no trial date would be set until interrogators complete their investigation and send their findings to the tribunal, which then will set a date. But he said he was confident it would be completed before the end of the year. 
Saddam was captured in December 2003. He and 11 of his top lieutenants will be tried by the tribunal, which was set up in late 2003 after Saddam was toppled. 
"Now we are in the process of interrogation. The process requires collecting evidence ... and we need a lot of evidence, a lot of interrogations," Shandal said. 
Saddam faces charges that include killing rival politicians over 30 years, gassing Kurds in the northern town of Halabja in 1988, invading Kuwait in 1990, and suppressing Kurdish and Shiite uprisings in 1991. Shandal said he also would face charges related to the destruction of Iraq's infrastructure. 
If convicted, he faces the death penalty.

MEMBERS of Parliament, who reportedly received cash to support the lifting of presidential term limits, may suffer international travel bans if the opposition Forum for Democratic Change gets its way with foreign governments."We shall send the list of all members who received the bribes to various foreign governments and explore the possibility of imposing travel restrictions on these members in an effort to fight corruption," the acting FDC chairperson, Ms Salaam Musumba, said in a statement yesterday. Her statement was read out by the party's deputy Executive Coordinator, Mr Reagan Okumu, at the FDC weekly press briefing. The names of MPs on "the list of shame and honour," as FDC preferred to call it, are published on the party's website. 
Campaign strategyThe party said it will decampaign corruption tainted MPs both in their constituencies and at the international scene.The issue of bribed MPs will also be introduced to donor governments, regional parliaments and the United Nations, party spokesperson Wafula Oguttu said.The FDC's move was prompted by Lyemiyaga MP Theodore Ssekikubo's revelation on November 24, 2004 that pro-third term MPs were each paid Shs5 milion at Mosa Courts Apartment.The money, whose source has never been revealed, was handed out by MPs Charles Bakabulindi, Anifa Kawooya and Hope Mwesigye.The infamous incident drew criticism from the opposition. Arua - Insurgents from Uganda's Lord's Resistance Army (LRA) on Monday hacked to death four villagers and wounded five others after rounding them up from their fields, the army said.Army spokesperson Lieutenant Kiconco Tabaro said the rebels attacked a group of villagers who had gone to work in the farmlands in Oryang village in the northern Pader district early in the morning.The rebels used farm tools "to kill four of them and left five others unconscious and have since been rushed to Kitgum hospital where they are admitted", he told reporters.Relief agencies in Gulu confirmed the attack.Tabaro said the raid followed an incident over the weekend in Atanga in Aru County - about 40km from the scene of Monday's attack - in which the army claimed it killed six rebels and recovered guns and ammunition on Sunday. 










 


"This was a revenge attack on the innocent people after we killed six of them," said Tabaro, adding that the army was pursuing the insurgents.The LRA, which operates from bases in northern Uganda and southern Sudan, has been fighting President Yoweri Museveni's secular government since 1988, vowing to replace it with one based on the biblical Ten Commandments.They are best known, however, for atrocities against civilians and abducting villagers as bearers, child soldier conscripts and sex slaves.The conflict has displaced more than 1.6-million people, who are living in squalid camps in northern Uganda. - Sapa-AFP

SOME of the Movement Members of Parliament have complained over the criteria used in determining their facilitation while on Movement assignments. The complaints come after some MPs were given varying amounts of money reportedly to facilitate them to deliver party registration cards and supervise formation of Movement committees in their respective constituencies.The party last week gave MPs between Shs1 million and Shs3 million each as refund for expenses purportedly incurred while supervising formation of party committees in their areas. But some of the MPs who received Shs 1 million or less argue that the method used favours some class of MPs.The MPs signed for the money at NRM headquarters on plot 10 Kyadondo Road on Thursday and Friday.One of the MPs, who had received Shs1million, said the method used was unfair."There are three categories: those officials of the caucus, who even receive regular salaries, then another class in b

 and we the followers, who get peanuts," the MP who preferred anonymity said. The MPs are part of group of more than 400 party mobilisers currently assisting in establishing NRM committees from districts down to villages. The State Minister in charge of Parliamentary Affairs, Ms Hope Mwesigye, confirmed that indeed Movement MPs were receiving some money to facilitate them to transport party registration cards, open branch offices and party committees.However, she dismissed speculation that the money was meant to bribe MPs to support the ruling Movement’s position on Constitution amendments

If your note an attempt to re-write history it is a resounding failure. Mr. Oryema is absolutely right: Mayumba Kumi was imported from Tanzania by Obote. Museveni then copied it in making his unpaid, but electedintelligence network, the RC system -- even though the fact that they are part of the intelligence network may have escaped an RC or two, here and there.

Good piece you have posted. The RCs project is based on the "Mayumba Kumi" project started during the Obote II regime which was based on Nyerere's Ujaama cell system. During Nyerere's time, almost every Tanzanian was an informer of some sorts. Tanzanians under the Ujaama system lived a communal life whereby everyne watched their backs and reported on anyone else around them. In the Western world, this is known as neighborhood watch. The difference between the Mayumba Kumi thing with neighborhood watch is, neighbourhood watch is a prevention of crime being committed in the area or protecting your neighbor's properties and not to spy on them and providing that information to the government.
The truth of the matter is, every regime in Uganda in the last 40 or so years has found a way of controlling Ugandans and whatever name these various regimes have given themselves, they are no different from each other. They have all succeeded in fooling Ugandans and tragically divided the nation more than the Brits did.
Common sense, under a normal circumstance, would dictate that, Ugandans, themselve as a people need to break away from all these false prophets and start afresh. Are there people (younger) who can tell the Ssemos thank you Mzee for your contribution to our nation, but we want to be free. Are there people in UPC (younger) who can tell Milton, thank you Mzee for your contribution to our nation, but we want to be free. Are there people in NMR (younger) who can tell Kaguta, thank you mzee for your contribution to our nation, but we want to be free.
Once we are fred from these wazees, then we can face the new threats to our nation, such as the Kony saga, the threat of disease, poverty, corruption and other maladies facing our people. While we seem to disagree on many things, we are agree on one thing, our past and present are bad and need not be tied to our future!

TWO teams from the Auditor General’s (AG) office were blocked from accessing accounts of the Uganda People's Defence Forces in the 3rd and 4th Divisions, according to a new report.In his report for the financial year ending June 30, 2004, Auditor General John Muwanga complained that his teams were denied access to all the accounts of the UPDF 3rd Division, which is based in Mbale and Gulu-based 4th Division.The AG queried a transfer of Shs280 million in salaries from a UPDF account in Nakasongola to Gulu."A sum of Shs268 million was deposited on the account from Nakasongola motorised Brigade Headquarters being salaries for their forces attached to 4th Division,” the report says. “The amounts were withdrawn for payment of the respective salaries but access to accountability was denied to the inspection team with the excuse that it had been submitted to Nakasongola. However, earlier inspection of Nakasongola complex had not traced the accountability."
 The
 report warns: "The accounting officer was informed that it is now a crime punishable by a fine or imprisonment to deny access of records to the Auditor General and his staff." In Mbale, the AG says the finance officer in charge of Arrow Group funds "was neither found at the Division headquarters nor at the tactical headquarters in Soroti." Under query in the division is over Shs4 billion. Muwanga says that although advance information notification had been given by the office of the assistant Chief of Staff (ACOS-UPDF) about the inspection team's visit, the officer was not available and accounts for Shs4.5 billion released to the group for the entire financial year could not be traced. The AG's report also queries an extra Shs45.4 million that was "undocumented" and adds that the "undocumented cash could not be explained either." The UPDF's 4th Division is at the centre of the ghost soldier scandal for which the former Director General of the 
 Internal
 Security Organisation (ISO), Brig. Henry Tumukunde, and several others are facing trial at the Military Court Martial. Tumukunde was 4th Division Commander in 2001 and was withdrawn in early 2002, two years before the current queries were raised.Further queries out of the two divisions cover some Shs217.5 million in "unrecorded transactions/cash withdrawals unaccounted for," the AG notes. "It was however noted that Shs70 million and Shs162, 329, 000 was drawn implying that Shs14, 780, 837 remained unpaid.“ The Division Finance Officer could not account for this balance nor was it traced during the cash survey."The Auditor General's report is currently before Parliament where it is yet to be debated. The Defence and Army Spokesman, Lt. Col. Shaban Bantariza, yesterday said that the Auditor General could not be denied access to UPDF accounts. He said the AG does not deal directly with army units like divisions but through the Permanent Secretary of 
 Defence.
 "I do not think the 4th Division Commander can deal with the Auditor General directly," he said.“Anybody who wants to access those accounts goes to the Permanent Secretary because he is the accounting officer," Bantariza said.

Numerical reasoning seems independent of language

Nineteenth-century German mathematician Carl Friedrich Gauss used to joke that he could calculate before he could talk. Maybe it was no joke. Recent work casts doubt on the notion that language underlies mathematical ability and perhaps other forms of abstract thinking. 
Writing in the March 1 Proceedings of the National Academy of Sciences USA, scientists from the University of Sheffield in England describe impressive mathematical abilities in three middle-aged men who had suffered severe damage to the language centers of their brains. "There had been case studies of aphasics who could calculate," says study co-author Rosemary Varley. "Our new take was to try to identify roughly parallel mathematical and linguistic operations." 
Varley and her colleagues found that although the subjects could no longer grasp grammatical distinctions between, say, "The dog bit the boy" and "The boy bit the dog," they could interpret mathematical formulas incorporating equivalent structures, such as "59 - 13" and "13 - 59." 
The researchers found ways to pose more abstract questions as well. For instance, to investigate the subjects' understanding of number infinity, they asked them to write down a number bigger than 1 but smaller than 2, using hand motions for "bigger" and "smaller" and a flash of the eyebrow, indicating surprise, for "but." Then they asked the subjects to make the number bigger but still smaller than 2 and to reiterate the procedure. The subjects got the answer by various means, including the addition of a decimal place: 1.5, 1.55, 1.555 and so forth. 
Although subjects easily answered simple problems expressed in mathematical symbols, words continued to stump them. Even the written sentence "seven minus two" was beyond their comprehension. The results show quite clearly that no matter how helpful language may be to mathematicians--perhaps as a mnemonic device--it is not necessary to calculation, and it is processed in different parts of the brain. 
The idea that language shapes abstract thought was most forcibly propounded 50 years ago in the posthumously published writings of American linguist Benjamin Lee Whorf. He argued, among other things, that the structure of the Hopi language gave its speakers an understanding of time vastly different from that of Europeans. Although Whorf's hypothesis continues to inspire research, a good deal of his evidence has been discredited. Much more widely respected is the proposal, associated with linguist Noam Chomsky of the Massachusetts Institute of Technology, that language, mathematics and perhaps other cognition all depend on a deeper quality, sometimes called "mentalese." 
Chomsky suggested that the key part of this deeper quality might be a quite simple and uniquely human power of "recursive" calculation. Recursion, he and his colleagues argue, may explain how the mind spins a limited number of terms into an infinite number of often complex statements, such as "The man I know as Joe ate my apple tree's fruit." Recursion could also generate mathematical statements, such as "3 (4/6 + 27)/4." 
Chomsky's theory may, perhaps, be reconciled with the new evidence. Some scholars have argued that the brain may build its mathematical understanding with language and that the structure may still stand after the scaffolding is removed. Indeed, the one subject in the Sheffield study who had had doctoral-level training in a mathematical science did no better than the others in arithmetic, but he outperformed them at algebra. 
Rochel Gelman, co-director of the Rutgers University Center for Cognitive Science, says that the brain-lesion studies offer much clearer evidence than can be obtained from the more common technique of functional brain scanning. "Pop someone in a scanner and ask a question, and you may get a lot of activation in language areas," she points out. "But it could be just because the subject is talking through the problem--recruiting language, although it's not a crucial component."The recent work, together with studies of animals and of children, strongly supports the independence of language and mathematics, Gelman says. "There are cases of kids who are bad with numbers and good with words and bad with words and good with numbers, a double dissociation that provides converging evidence."

Novel inheritance patterns violate Mendel's laws

The central dogma of modern biology holds that genetic information is inherited in the form of DNA, copied into RNA and expressed as protein; pride of place goes to DNA. But the spectacular discovery that a species of plant can summon up genes its parents have lost highlights biologists' increasing recognition of RNA as a more versatile and important molecule in its own right. 
RNA already has a special place among biological molecules. It can store genetic information, as DNA does, but it can also adopt complex three-dimensional shapes and catalyze chemical reactions on itself, as proteins do. "RNA is DNA on steroids," says Robert Reenan, a geneticist at the University of Connecticut. "It can do just about anything." Life probably began as an "RNA world," in which concatenations of RNA molecules pulled double duty as genetic template and reproductive machinery. 
The mustard plant Arabidopsis thaliana may be revealing another way in which life exploits RNA's capacity for genetic storage. Susan J. Lolle and Robert E. Pruitt of Purdue University study Arabidopsis whose petals are fused. Such plants have two mutant copies of a gene called hothead, which differ from the normal gene by a single base pair. Strangely, in a few percent of the offspring of Lolle and Pruitt's mutants, one copy of hothead spontaneously reverted to the normal version, repairing its point mutation. Even one such event is statistically unlikely outside of rapidly reproducing bacterial colonies. The investigators systematically ruled out mundane explanations, such as cross-pollination of a mutant plant by a normal one, an extremely high mutation rate or the presence of another, hidden copy of hothead. 
Hothead mutants contained changes in other parts of their DNA, too, all of which matched the sequences of the plants' grandparents or great-grandparents but not their parents. This match suggested that a backup copy of the ancestral plants' genome was somehow being passed down, the researchers reported in the March 24 Nature. If true, such leapfrogging would circumvent the normal rules of genetics established by Gregor Mendel in 1865. Because the investigators could find no DNA to play the role, they have proposed that the backup template is double-stranded RNA (which ordinarily has just a single strand). "Double-stranded RNA is hot because that's what's needed for RNA interference," a common way of deactivating genes, says Richard Jorgensen, a plant scientist at the University of Arizona, "but there's no reason it couldn't be a DNA molecule either, and there's no reason it has to be double-stranded." 
RNA would be a convenient mechanism, however, because researchers have uncovered several ways in which it modifies the _expression_ or structure of DNA, and it might explain the mysterious production of RNA molecules that do not result in proteins. Several species, including Arabidopsis, rice, mice and humans, copy a surprising amount of RNA from the "wrong" DNA strand--that is, the strand opposite the one that specifies a protein. "Maybe this is where some of that template is coming from," says Joseph Ecker, a plant biologist at the Salk Institute for Biological Studies in La Jolla, Calif. Plants have many enzymes capable of duplicating RNA, Ecker notes, as well as a system for transporting the chemical between cells. 
The Purdue group speculates that a separate genetic archive may serve as a hedge against hard times, such as an extended drought, by allowing a plant to access genes that helped its ancestors persist. In this sense, it would bear some resemblance to another strange property of RNA, called recoding. 
A next step is determining how widespread the effects are. Unexplained cases of spontaneous reversions also appear in human genetic diseases, although the natural frequency of such events is unclear. Pruitt, for one, would be surprised if the mechanism were exclusive to plants: "It's hard to believe something that general wouldn't persist in other organisms."

When Pakistan's prime minister visits next month, President Bush will presumably use the occasion to repeat his praise for President Pervez Musharraf as a bold leader "dedicated in the protection of his own people." Then they will sit down and discuss Mr. Bush's plan to sell Pakistan F-16 fighter jets capable of carrying nuclear weapons.
But here's a suggestion: How about the White House dropping word that before the prime minister arrives, he first return the passport of Mukhtaran Bibi, the rape victim turned human-rights campaigner, so that she can visit the United States? 
Despite Mr. Bush's praise, General Musharraf shows more commitment to his F-16's than to his people. Now he's paying the price. Visiting New Zealand the last few days, he was battered by questions about why he persecuted a rape victim, forcing him to cancel interviews.
Pakistani newspapers savaged him for harming Pakistan's image. And the blogosphere has taken up Ms. Mukhtaran's case, with more than 100 blogs stirring netizens to send blizzards of e-mails to Pakistani consulates or to join protests planned for Wednesday and Thursday at Pakistani offices in New York and Washington. 
Yet it's crucial to remember that Ms. Mukhtaran is only a window into a much larger problem - the neglect by General Musharraf's government of the plight of women and girls. 
Early this year, for example, a doctor named Shazia Khalid reported that she had been gang-raped in a government-owned natural-gas plant. Instead of treating her medically, officials drugged her into unconsciousness for three days to keep her quiet and then shipped her to a psychiatric hospital.
When she persisted in trying to report the rape, she was held under house arrest in Karachi. The police suggested that since she had cash, she must have been working as a prostitute. Dr. Shazia's husband has stood by her, but his grandfather was quoted as suggesting that Dr. Shazia had disgraced the family and should be killed.
On average, a woman is raped every two hours in Pakistan, and two women a day die in honor killings. 
While Ms. Mukhtaran and Dr. Shazia have attracted international support, most victims in Pakistan are on their own. Earlier this year, for example, police reported that a village council had punished a man for having an affair by ordering his 2-year-old niece to be given in marriage to a 40-year-old man.
In another case this year, an 11-year-girl named Nazan was rescued from her husband's family, which beat her, broke her arm and strung her from the ceiling because she didn't work hard enough.
Then there are Pakistan's hudood laws, which have been used to imprison thousands of women who report rapes. If rape victims cannot provide four male witnesses to the crime, they risk being whipped for adultery, since they acknowledge illicit sex and cannot prove rape. 
When a group of middle-class Pakistani women demonstrated last month for equal rights in Lahore, police clubbed them and dragged them to police stations. They particularly targeted Asma Jahangir, a U.N. special rapporteur who is also the head of the Human Rights Commission of Pakistan.
Ms. Jahangir says the directions to the police about her, coming from an intelligence official close to General Musharraf, were: "Teach the [expletive] a lesson. Strip her in public." Sure enough, the police ripped her shirt off and tried to pull her trousers off. If that's how General Musharraf's government treats one of the country's most distinguished lawyers, imagine what happens to a peasant challenging injustice.
I've heard from Pakistanis who, while horrified by honor killings and rapes, are embarrassed that it is the barbarism in Pakistan that gets headlines abroad. A word to those people: I understand your defensiveness, for we Americans feel the same about Guantánamo Bay and Abu Ghraib. But rooting out brutality is a better strategy than covering it up, and any nation should be proud to produce someone like Ms. Mukhtaran. 
So while meeting the Pakistani prime minister, Mr. Bush could discuss not only F-16's, but also repeal of the hudood laws. And Mr. Bush could invite Ms. Mukhtaran to the Oval Office as well, both to hail a genuine Pakistani hero and to spotlight the goals of ordinary Pakistanis - not fighter aircraft but simple justice.

In Chess, Masters Again Fight Machines

It has been eight years since Garry Kasparov, then the world chess champion, lost a match to the computer Deep Blue.
In the wake of Deep Blue's victory, it would not have been surprising if elite players stopped competing against computers. After all, if the world's best player could not beat a computer, how could lesser ones? The possibility, even probability, of losing - and perhaps losing badly - to a machine could have particularly discouraged grandmasters, who are known to have egos that match their abilities and who sometimes have difficulty accepting defeat. 
But, rather than being the final word in the battle of man vs. machine, the Kasparov-Deep Blue match spurred the competition. More grandmasters are taking up the challenge posed by computers.
Today, at the ABC studios in Times Square, Rustam Kasimdzhanov of Uzbekistan, who is reigning champion of the World Chess Federation and ranked 32nd in the world, will play a one-game match against a chess program developed by Accoona Corporation. Accoona is a Web-based search engine and its chess program is part of a tool bar that searches the Web and personal computers. 
Also today, Michael Adams, a British player ranked No. 6, will begin a six-game match against Hydra, a super chess computer developed by the Pal Group in the United Arab Emirates. The match is to take place at the Wembley Conference Center in London.
Then, in early July, Jaan Ehlvest, an Estonian who once ranked in the world Top 10 but is now 103rd, will play a four-game match against a program called Zappa. That match is to be at Estonian House, 243 East 34th Street, in Manhattan. 
There are financial rewards for the human competitors, but they say that is not their primary motive. 
As reigning champion of the World Chess Federation, Mr. Kasimdzhanov was paid to play in a number of big-purse tournaments over the last year. For the match against the computer, he said he would receive a five-figure sum but insisted that he was playing to promote chess and that he was interested in the challenge as a sportsman. 
Mr. Ehlvest, who is being paid $500 and could earn an additional $1,500 if he wins or $750 if he ties, said that he also wanted to promote chess and that the timing of the match was convenient. 
Mr. Adams, like Mr. Kasimdzhanov, also regularly plays in tournaments in which he is paid to play. In his computer match, he has the most at stake. For each game he wins he will receive $25,000, and a draw is worth $10,000. Mr. Adams could come away with $150,000, if he wins all six games, or nothing, if he loses them all. Mr. Adams said he hoped "to show that it is possible to play against Hydra, and that it has weaknesses that can be exploited." 
These are not the first matches between men and machines since Mr. Kasparov faced Deep Blue in 1997. 
In 2002, Vladimir Kramnik, who beat Mr. Kasparov in 2000 to become world champion, played an eight-game match against a program called Deep Fritz. It ended in a tie.
In 2003, Mr. Kasparov, still ranked No. 1, played matches against the computer programs Deep Junior and X3D Fritz. Both ended in ties. Also in 2003, Evgeny Bareev, ranked No. 12, drew a match against a commercial program called Hiarcs. 
The task before the men in the current matches is daunting. Computers are becoming faster and programmers keep improving their programs. 
Last October in Bilbao, Spain, three grandmasters - Vaselin Topalov of Bulgaria, now the world's No. 2 player, Ruslan Ponomariov of Russia, No. 19, and Sergey Karjakin of Ukraine, No. 63, who became the youngest grandmaster in history three years ago at 12 - played a tournament against three computers, Hydra, Deep Junior and Fritz 8, a commercially available program. The final scores: Hydra and Fritz, 3.5 out of 4; Mr. Topalov and Deep Junior, 1.5; Mr. Ponomariov and Mr. Karjakin, 1.
So why are the grandmasters tilting at windmills? After all, the world's fastest runners and horses stopped racing cars years ago. 
All of the participants in the current matches admit that the odds are against them. 
Mr. Kasimdzhanov will face particular difficulties. Although Mr. Adams and Mr. Ehlvest will play under normal tournament conditions, which allow about three hours per player per game, Mr. Kasimdzhanov and the Accoona tool bar will have 60 minutes per player per game with 10 seconds added after each move. Experts and players agree that the faster pace favors computers, which calculate hundreds of millions of moves a second, and undercuts the human advantage of strategic planning. 
Still, the grandmasters say they think they have a chance. 
Mr. Adams said he appreciated how difficult it would be to play Hydra: "Kasparov is a stronger player than I am. And Hydra is stronger than Deep Blue. If I lose the match, it is not going to bother me that much." But he added, "Unless I completely lose it, it shouldn't be six-nil."

Angelina Atyam, co-founder of the Concerned Parents Association, "has worked tirelessly to provide support and assistance" to children victimised by the Lord's Resistance Army, the US State Department says in a new report on worldwide trafficking in persons.
Kenya and Tanzania are also commended for what the US sees as their enhanced efforts to combat the ongoing enslavement of many of their citizens.











 
The United States says that hundreds of thousands of women, children and men around the world are forced to work in their own countries or abroad as virtual slaves. They are transported against their will, "trafficked, by individuals and criminal syndicates, often for purposes of sexual exploitation."
Mrs Atyam was reunited last year with her own daughter, Charlotte Awino, who had been abducted by the LRA eight years earlier. During her time as a sex slave, the young woman had two children of her own, both of whom also escaped LRA captivity.
In keeping with her organisation's motto, "Every child is my child," Mrs Atyam continues to help Ugandan children who have been raped, mutilated and suffered other atrocities at the hands of the LRA, the State Department points out. Uganda generally receives high marks in the US report.
"The government aggressively engaged in anti-trafficking law enforcement efforts" during the past year, the report says. It notes the arrests of more than 3,000 people on charges involving sex with minors, with 336 of them being successfully prosecuted.
The report gives the impression that the LRA is responsible for most of the human trafficking that occurs in Uganda. But the State Department does note that "thousands of Ugandan children engaged in commercial sex." And it cites reports that Uganda is a destination for Indian women trafficked for commercial sexual exploitation.
Kenya and Tanzania made significant improvements last year in their respective anti-trafficking efforts, the report adds. Both countries have been removed from a "watch list" of states that, in Washington's view, are making no efforts to strengthen their anti-trafficking capacities and could thus be subject to US sanctions.
Law enforcement efforts were intensified and assistance to victims was increased in both Kenya and Tanzania, the US observes.
Kenyan officials are said to be conducting investigations into 20 cases of trafficking, including one in which Kenyan children were allegedly trafficked into Tanzania. The investigations are being carried out by a 10-member Human Trafficking Unit established last year by the Kenya Police.
Officials are also cracking down on a sex tourism industry that has taken root on the Coast, the report says. The Kenyan government now requires owners of tourist guest houses to register and to account for all their workers. Eight guest houses have been closed following trafficking investigations, which also resulted in assistance being provided to seven foreign children, the report indicates.
In Tanzania, three trafficking-related cases were brought to court last year, the US says. It also cites the case of a Tanzanian man arrested in April 2004 for bringing Indian dancers to Tanzania on artist visas and then exploiting them in prostitution. The women were deported but the case against the man was withdrawn for lack of evidence.
Tanzanian authorities last year rescued nearly 3,500 children who were being exploited as domestic labour, the report says. Nearly 4,000 additional children were prevented from being trafficked into similar situations, the report adds.
To make further progress against human trafficking, the US urges Kenya to prosecute more suspects and to improve its protective services for children engaged in prostitution. The Tanzanian government should likewise do more to help child victims and should also launch a nationwide awareness campaign on the definition of human trafficking and the forms it takes in Tanzania, the report says.
Trafficking in both Kenya and Tanzania remains widespread, according to the US report.
"Kenyan children are internally trafficked for forced domestic servitude, street vending, agricultural labour, and sexual exploitation," while Kenyan women are trafficked to the Middle East, other African countries and Western Europe. Children from Burundi and Rwanda are meanwhile taken to Kenya for purposes of sexual exploitation and unpaid labour, the report says.
Most Tanzanian victims are trafficked within the country, according to the report.
Boys are made to work on farms, in mines and jua kali industries, while girls, especially from the Iringa Region, are trafficked to towns for involuntary domestic labour.

The big stories in the Uganda media in recent weeks have been, in that order: The criticism of President Yoweri Museveni's government by Brigadioer Henry Tumukunde, Tumukunde's arrest, his court-martial and, now, his replacement as army representative in Parliament by Brig Andrew Gutti.
Tumukunde had already been court-martialled earlier, following allegations that he padded the army payroll with "ghost soldiers" and, allegedly paid himself their salaries.












The good Brigadier's latest round of trouble came after he suggested that Maj. Gen. Museveni was a dictator, and he announced presidential ambitions of his own. He was arrested on charges of "spreading harmful propaganda".
Tumukunde went to court to block the "election" of another soldier to take his place. The court is to rule on June 23. It tells you what the army thinks of civilian courts, seeing as they didn't bother to wait for its ruling.
Because the Movement has ruled as a one-party half-civilian-half-military junta since it took power as a rebel army in 1986, and soldiers are regular furniture in our politics, Ugandans don't always realise that this is an anachronism.
Tumukunde was once Military Intelligence chief, head of the Internal Security Organisation, and many other things. He was a powerful and much-feared man. His recent metamorphosis into a democrat after he fell out with the powers that be, is a path well trodden by the men in uniform.
Unlike in Kenya or Tanzania, Ugandan army officers are celebrities of sorts. Every Ugandan who follows the news even with a casual interest, knows the army commander. The chief of external intelligence, and the boss of internal security are as well known as the national flag.
On a typical weekend, the army commander will be chief guest at a football match; the internal security boss will be the guest of honour at a beauty contest; and the external security top dog will be handing out prizes at the annual goat race.
IN TANZANIA and Kenya, security chiefs, apart from police commissioners, live an anonymous life. If you stopped 10 people on a Nairobi street and asked them who is the head of the country's intelligence organisation, two might know. If you asked them whether Kenya has an external intelligence organisation, and who is the CID boss, you will draw a blank.
Indeed, if you walked into a newsroom and asked 10 young journalists who is the head of the Kenyan Navy, you might get the same result. Pictures of Gen Joseph Kibwana, Chief of General Staff, tend to appear only at ceremonial occasions on national days and the like.
Why the difference? First, neither Kenya nor Tanzania has seen any conflict on its soil since the late 1950s.
Uganda, meanwhile, has lived with war and rebellions in regions of the country continuously since 1978. Also, it has never had a change of leader or ruling party through the ballot. It's always been by the bullet.
However, because Uganda has been a de facto one-party state for the past 19 years, the only other institution that is organised enough to threaten the hold of the president on power is the military. In a multiparty system, if nothing else, the opposition's noise can keep the government fairly occupied. And the opposition too gets jealous when it sees the army eyeing the presidency.
