yes, penn does handle this kind of thing -- look at the amy 
gutmann holloween incident. it broke out on someone's blog 
(not the newspapers), spread throughout the media, and penn 
very quickly issued a statement and posted it on their 
website. it was the right thing to do, the responsible thing 
to do.






Presumably, at some point, John Fenton's employment status will
change--he'll go back to work, or otherwise.  Whether anyone will announce
that to the world, I don't know, but I don't expect to see it emblazoned on
any headlines.



see, that's just it: all we've heard thus far (publicly) is 
headlines. meanwhile some in the neighborhood have heard 
wendell deliver a statement at a meeting, and the daily news 
has shifted the 'story' (removing/distancing fenton and 
magnifying blackwell) while not publishing ucd's full 
official statement...

I haven't filed a complaint yet. I'm giving UCD another week to inform us  of 
either the progress or the conclusions of their internal investigation --  
with an indication of how the investigation was conducted. Were such a thing  
forthcoming, there may be no purpose served in filing a complaint.
 
Of course, I indicated the above before -- but you're apparently as quick  to 
assume I was not being honest in saying so. Prejudging me the same way a lot  
of people on this list prejudged John Fenton (guilty but a nice guy so let it 
 slide). Neither says much for the people who say either.

Sorry-I guess I missed the detail about the IRS amongst the rhetoric.

 

I have plenty of patience.  

 

I don't view John Fenton as guilty of anything.  John Desmond has offered a
scenario, but I think really getting into the details is purposeless, since
none of us is familiar enough to have them be useful, anyway.  My own take
on this is:

 

Jannie Blackwell's office called and asked for help setting up a fair in the
park.

John Fenton went, and took his community service folks with him.

Since this is election time, the fair had some unexpected angles to it, and
all concerned will do it differently next time around.

I really don't see anything that smells here.  No conspiracy, just human and
organizational relationships that need fine tuning at times.

Some of us don't believe an open-ended internal investigation which UCD 
claims, is actually occurring.. Remember, our town clown, Bender, used the 
image of UCD's findings announced in 2012.

Others and I recognize that instead of investigation, there is damage control 
occurring at Penn. The general tactic being employed is what I call, The Delay 
and Old News Tactic.

When the news that UCD is good and nearly perfect comes sometime soon, the 
assertion will be made that they have discovered how to be 100% perfect forever 
more so that they may remain closed and secretive. The public announcement will 
make the point that some fuzzy incident occurred long in the past and only 
curmudgeons and Trustafarians want to look to the past and not the future. 
(They will probably have a new survey and will probably make a call for your 
wish list)

I have heard this so many times here in the district often through the partners 
like Tony West's gang, the Friends of Clark Park, that it sounds like a broken 
record to me. The meaning of this, look to the future not the past, is that 
nothing will be done to the policies, procedures, and secrecy that led to a 
specific, publicly exposed, incident. The incident will have been swept under 
the rug and the ad hominem machine will be loaded for any one that says, hey 
UCD, you just swept this under the rug.  The use of the same treachery will be 
preserved for future use.

I hope you all remember this prediction when the announcement comes out. It's 
not because I'm really smart like Mr. West that I'm able to make this 
prediction. It is because the treachery and secrecy are endemic in this UCD and 
the UCD culture. Over time, these tactics can be observed to be systematic and 
are employed with almost no thought by the actors. 

There is such arrogance that the free pass given and the support of the 
cheerleaders using the ad hominem machine and fallacious argument strategies 
will carry the day. Of course using such tactics and strategies on a community 
will show the UCD wish to benefit from intentional divisiveness as some of us 
have accused UCD of doing in most of its initiatives  Look how Melani, Siano, 
and West are used like pawns with no concern that they will make complete 
idiots of themselves in front of their neighbors. Even if you don't like us 
outsiders,  whores, drug addicts, criminals, etc. and don't care about our 
rights as citizens; do you like your up-scale leaders to constantly be called 
on to make jackasses out of themselves for UCD benefit?

UCD uses this in all of the initiatives I've seen, most notably for me, the 
takeover of UCD Park at 43rd and Baltimore. This is at the cornerstone of the 
hand picked closed steering committees we've seen with every initiative. The 
UCD argument is the following once an initiative leaks out to the public. 

It's too late now to include stakeholders because the community has been 
chosen. We need to look to the future and not the past.  There will never be a 
mistake in the future but all future discussions will be secret. Trust us, our 
good good friends, if you have any questions or comments please, please, send 
them to us, our trash shredder is always plugged in for your questions.

Everyone knows if they question this tactic, they will hear, you're evil, 
hot-headed and stuck in the past like Moyer. Shut up now or we're going to make 
you sorry that you ever ever questioned The Friends of Clark Park or UCD We 
are all supposed to remember that we are little people and UCD is getting 
almost unlimited power to rule the neighborhood we called home. It's partners 
are getting the fantasy of power because they will be able to bully their 
neighbors until the UCD power is 100%

I'm not a spokesperson for the UCD.  I write about the UCD from my  
perspective, same as others on this list write from their perspectives.   
Because I 
approach the folks who work at the UCD respectfully and politely, even  when I 
disagree with them, they are willing to talk with me. I'd suggest that  anyone 
else who wishes to communicate with them use that same approach - both  when 
speaking with them directly, and also when speaking ABOUT them in a  
semi-public 
forum, like on this list.  I've found that it's much easier to  get a 
response from people when you treat them like fellow human beings and  don't 
pre-judge them.
 
That said, have you contacted them and asked for an update?  I can't  think 
of a reason why I should do so on your behalf, if you haven't  tried.  Perhaps 
you feel embarrassed to phone them yourself, after the  names you've called 
the people there on this list, which you know that they have  access to.
 
Let me know what attempts you've made without success, before I consider  
approaching them for you.  
 
To everyone on the list:  have any of you attempted to contact the  UCD for 
an update?  With or without success?  Please  advise.  Ditto about the 
Councilwoman's office.  Has anyone asked her  if she has anything to say to us?

she did or did not say Melani was on the bylaws committee has had been  
reported she said at a CPN Meeting. In fact, I made the polite request twice

never got a response. Come to find out that Melani had told Carolyn not to  
answer my request. I didn't find that out by the grapvine. Melani bragged 
about  telling Carolyn not to get back to me.
 
More than this, Melani, you have presented yourself on this listserv  (and 
perhaps elsewhere) as a conduit of information between UCD and the  community, 
as having been named to the steering committee for the NID for this  very 
purpose.
 
And it's true that the alleged violations of federal law have to to with  UCD 
and not the NID, but the relevance is that UCD is proposing to run the NID  
so the current organization's modus operandi is extremely relevant. And they  
should be eager to convince us that they operate in a transparent manner.
 
So, Melani, stop talking out of both sides of your mouth. If you don't go  to 
them with this question and bring back an answer, it looks very bad for you  
personally and you can be sure those of us who have serious misgivings  about 
the NID proposal will use the stonewalling of this  alleged violation as much 
or more than the alleged  violation itself as evidence of incompetence and 
untrustworthiness if and  when the time comes.

On this point I agree with you, Al.   And I agree that I am a member of the 
NID Steering Committee.   

The Steering Committee is not involved in the investigation about Malcolm X 
Park.And I'm not a spokesperson for the UCD.   

You aren't following my advice about how to get people to respond to you.   
As I wrote earlier, people are more likely to respond if you approach them 
politely, show respect, and don't prejudge them.   You have failed on all three 
counts here, plus you have no right to order me to do something or threaten me 
if I don't do it.   In addition, you didn't answer my question about whether or 
not you had asked the UCD directly for information.

So I won't be responding to any more of your emails on this topic, and the 
fact that I won't respond doesn't prove any of the things you want it to prove, 
and doesn't make any of the points you want to make.   

It only proves that your approach drives folks away.

the UCD scandal at Black Oak Park (now called Malcolm X Park), in their
³Clout² section.

Nothing really new to report, but it won¹t be long now since the hounds have

Our next bit of unfinished business concerns our May 16 item about 
community service, Philly style.


Luke Walker, a Penn grad student performing community service for the 
University City District, found himself and other volunteers sent to set 
up for a Tom Knox campaign event at Malcolm X Park in West Philly on the 
Friday before election.


It was bizarre, Walker told us. All of a sudden I found myself 
working for the Tom Knox campaign and wondering, 'How did I get here?' 


Well, he got there courtesy of Councilwoman Jannie Blackwell, who'd 
endorsed Knox for mayor.


Blackwell didn't return our call, but she later told Channel 6 that the 
rally was a community fair. A community fair that featured Knox for 
Mayor signs and a speech by Knox, but we won't quibble.


John Fenton, who directed U City's community-service program, has been 
placed on paid administrative leave, according to Lori Brennan, 
director of communications for the University City District.


Brennan said the district's board was investigating the incident.

The director of UCD's cleanup effort is John Fenton, who
Walker heard was close to City Councilwoman Jannie
Blackwell. Blackwell supported Knox.

I'll add my view, which supports Melani's tactical recommendations without 
addressing her allegiance.

If you want information about any person or any agency, no matter how much you 
distrust them, you first have to go through the process of trying to talk to 
them face to face before you can complain about their lack of responsiveness. 
Rules of the game. As of 2007, no real-world entity is required by any standard 
of etiquette to post this or that on its website, or otherwise cater to critics 
who wish to pester it on line. Some day these rules may change, but they have 
not yet.

Common courtesy and common sense both suggest you attempt to talk live with 
another human being inside an organization you wish to understand. Oftentimes 
reporters wind up calling organizations they don't expect a straight answer 
from. Still, these are steps that need to be taken.

I would never publish the work of a writer who refused to take this first step, 
no matter how persuasive I found his work otherwise.

  Because I approach the folks who work at the UCD respectfully and politely, 
even when I disagree with them, they are willing to talk with me. I'd suggest 
that anyone else who wishes to communicate with them use that same approach - 
both when speaking with them directly, and also when speaking ABOUT them in a 
semi-public forum, like on this list.  I've found that it's much easier to get 
a response from people when you treat them like fellow human beings and don't 
pre-judge them.

  That said, have you contacted them and asked for an update?

  To everyone on the list:  have any of you attempted to contact the UCD for an 
update?  With or without success?  Please advise.  Ditto about the 
Councilwoman's office.  Has anyone asked her if she has anything to say to us?
