Members have however suggested that we shift the date to 30/7/2011 at
the same venue at the same time. They feel friday is not ideal.

Jackson I think we need to find out programs of all those students
from tertiary institutions hailing from West Nile to enable us avoid
duplicity in actions and streamline their operations for the common
good. We might also fund those programs we believe are relevant to our
theme of developing

 Last year I went home and visited Mvara Seconadry School. As a chemist I
 was interested to see chemistry lab. The lab did not look like the
 chemistry
 lab I had at Nyakasura in the 60s but may be looking the?same as Mvara
 now.?Are there any chemistry equipments for the students who would like to
 do science lab work in this school? How do they prepare for practicals, as
 we used to call them?
 There is also the isue of the asbestose which is cancerous, which is still
 on the roofs of the whole school. I hope the former students do not

 such illness in the future!
 Could the MOSA group discus the two issues I have just raised above and
 make sure when the school is renovated, that we have good and well equiped
 labs and that the asbestose is removed completely.

I think the idea of us delivering the assistance is welcome, but in
the mean time, can members raise what ever they can. Listen Ladies and
Gentlemen, Imagine you were dead and your great grand daughter was
raped while she was 13, Yet your daughter is 28 but now a grandmother,
what would you do in your helpless grave. It does not matter whether
one is from Nebbi or any where. Why are we quiet. Ndugu Anguzu, how

 The news  papers today say, the grandmother plans to take the family to the

 taken. If a room of UGX 6,000 per month is okay for them to live in, I can
 offer
 them the year's rent. With other additional help from our good selves on

 network we can raise them resources to last them sometime.


 The immediate assistance to rescue them from dying needs to go as quickly as
 possible as Alaka has started but more help needs to be got for sometime.
 Some
 of the resources need not be money but in kind to avoid mismanagement. In
 anycase we need also to think about how the resources raised can be used in
 a
 sustainable manner. Is the simsim business worth or is there something else
 they
 can do? Assistance to them can also be extended in measured amounts over
 time
 and not large once. These can be assessed.

 My take, over to fellow contributors on this network.

 The only thing that will make evil triumph is when good men and women
 standby
 and do nothing

[WestNileNet] Nebbi Teenagers Plight

Dear colleagues,

You may all be aware about the fate of a West Nile kid hailing from
Nebbi who was defiled and has given birth at the age of 13. The grand
mother is 28 years. Whereas our lawyers should follow up the
defilement issue, my attention has been brought towards the families
current problems. According to the New Vision of today, the family
stays in a 6,000/= rented place and they can't afford any thing. The
young girl wants to resume school, the family survives by selling
firewood and sim sim. From the above, I have initiated a basket to
mobilize funds for the short term upkeep of the baby, the young mother
and probably part of the girls school fees. For this initiative, I
have contributed Ug.Shs 100,000/= I will hand it over to Mr. Anguzu
Rogers our treasurer and any money we shall have contributed will be
handed over to the Chairperson of Uganda Red cross Mr. Tom Buruku  on
Tthursday this week. Any one willing to help should get it touch with
Anguzu. All contributions will be documented and accounted.

[WestNileNet] Conspirancy of silence

Dear members,

Some time last year, we tried to build a consensus on payment of
subscription fees of 50,000/= Uganda Shillings for West Nile
Foundation. This idea was vehemently opposed by several members. Some
even pretended that they had never seen the strategic plan, the
memorandum and articles of association of WNF. Other members suggested
that we should go slow on issues of money. As a result to-date we have
no secretariat to co-ordinate our activities. We can't implement or
move any thing. Members what do we do?. Should we all abandon this
idea of having an umbrella organization. We have resisted all good
ideas, from West Nile night, the Investment Club, and even the Science
Cafe which records miserable attendances. We are comfortable and we
actively involve our selves in smaller or sectarian organizations,
when it comes to the bigger picture we sit back and savor the idea of
our leaders failing. We have forgotten that Kigs uses money to host
the West Nile net. He and Gordon Obitre-Gama had to import a server
from USA to host the net. We have taken advantage of their magnanimity
and abused it. What if they one time get fed up. By now we should have
had our own website. I think the idea of a West Nile Foundation and
the West Nile Net or forum should be discarded. Some of us were useful
to our community without these organizations,  We can still be useful
without them. Lets agree to dissolve the Forum and the Foundation.
Lets concentrate on our Local Counties, Districts, Old boys/girls
organizations in our old schools were we are more comfortable, tribes
and probably religion. Without payment of subscription fees, we have
no right to belong to and hold an organization and its leadership
accountable. Lets wind up the WNF and if our treasurer has
contributions by some members let him arrange to refund them. We
resisted the idea of a Ministry for West Nile affairs and now other
regions have Ministries. West Nile doesn't deserve us. We lied to
ourselves that we are of the Golden generation. But at this rate we
are worse than our ' Kasamvu' (Sugar cane cutter) relatives. For they
were not as  enlightened as we are.

[WestNileNet] Member ship/Subscription to WNF

Colleagues,

We incorporated WNF as a body corporate with capacity to transact any
business in its own name. We developed the Mid term Strategic Plan. We
are to establish a secretariat to operationalise and achieve the
objectives of the Foundation. We did agree on the annual membership
fee. To date we shy away from paying the same. We must appreciate that
to-date, we are on this forum because Kigs is magnanimous. To host us
needs a server and this means that some one is incurring costs. Lets
be clear on this one. We can all be on this forum which is interactive
and informative. It has assisted us a lot. But being on this forum
does not mean that we are members of West Nile Foundation. Yes If we
support the Foundation, it may in future sustain the cost of not only
hosting this forum but also its own website. So can we be honourable
and start contributing our membership fees to the Foundation to enable
us execute its objectives.

[WestNileNet] Get together Party with our newly elected Political Leaders

West Nile Foundation intends to do the following.
1. Organize an interactive get together party for the newly elected
Members of Parliament, L.C V chairpersons, Mayors, opinion leaders,
Business community and C.A.O's from West Nile. The intention is to
ensure that these newly elected leaders interact with our members and
in the process, we can have some discussions about what is next for
West Nile after elections. we may tackle health, Education,
Electricity and Poverty alleviation in West Nile. There is a committee
chaired by Gordon Obitre- Gama Drate which committee includes Afema
Robert (publicity) Acidri Eddy (Treasurer), Buga Viga, Matenga Francis
Dawa, Alemi William, Ezaga Patrick, Azabo Francis and Wendy. A
tentative date of 26th March 2011 has been set. The Venue tentatively
is Barbeque Launch at Centenary Park Kampala. The President of the
Republic of Uganda may be the Chief Guest. This get together is
intended to ensure that we begin a new chapter in the Political
history of West Nile. We need to join hands as West Nilers to push our
development agenda.
2. We intend to organize Ayume Memorial Lecture some time in April.
3. We intend to organize the First Ever West Nile Convention. We shall
appoint the relevant committees for the other two efforts.

 I also remember the excitement and euphoria that gripped the members of the
 community when it was announced that from one of the science café
 discussions resulted in a resolution for the birth of the WNFIC. This I
 quote from the posting at the time “*A lesson we all learned is to focus
 more on innovation of ideas and getting down to action when still hot,
 otherwise we face the risk of them being watered down by “Analysis by
 paralysis” a common management problem*.” Around the same time there was
 talk of us moving with high speed and lift off the ground as quickly as
 possible and start investing by the month of March. We are at the end of
 February and March is just around the corner, may we know what has come of
 all these?

 I know with the just concluded elections in the country a lot of effort,
 attention and concetration may have been diverted somewhere else, but I
 think it is essential that the members of the West Nile community be
 provided with regular, relevant information in order to make informed
 decisions about active participation in the affairs of the WNF. Only with
 constant information will the members feel engaged, that they have control,
 and can measure how the foundation is doing, and accept the complete
 responsibility of being a member

 Engaged members feel valued and are willing to put forth their best efforts,
 thoughts, and initiatives. These members can serve as dynamic role models
 for others. When a member believes that he or she creates real value that
 helps drive the objectives of the foundation through the results of his or
 her efforts, there will be positive ripple effect for the foundation in
 terms of image and outlook.

 Since engagement is rooted in relationships, it is not something that can be
 mandated, forced, imposed on the people just like the WNF. Building a
 community based on effective all out communication -- where there is open,
 honest exchange of ideas, information and learning from others-- is central
 for engaging a community like ours. It's equally important to empower
 members through continuous, accurate developments, not only about the
 membership choices, but also about the overall environment in which the
 foundation operates.

 need be.

Ya, a court case was filed. Civil Courts Country wide are in vacation.
Judges last week were for the annual Judges conference. This is how
bad it is. However as soon as Courts become operational may be in a

Thanks so much for the leadership you exhibited. For long, people have
meted all sorts of oppression on us. I remember an incident some ten
years ago, where some 2 boys from Arua where burnt to death in Bwaise
just because they were suspected to be robbers, yet these boys were
attending evening lectures. The villagers  could not understand why
these boys spent the whole day in doors and move out in the evening.
The culprits were sentenced to death.  We have to be the voice for our
people since they are voiceless by virtue of excessive poverty, low
self esteem and other historical factors.. Otherwise keep up the
spirit

This is to wish you a prosperous new year. Take care during this
period. Lets avoid doing anything in excess be it fun, or not. This
year was a foundation and I think we shall start construction of the
building (WNF) from Next year which is tomorrow. If you are to party,
do it knowing that we all need you. Avoid excessive consumption of
alcohol, don't drink and drive, avoid a physical confrontation with
any body despite any provocation. Remember an insult does not create a
wound or a scar on any one and let it pass. Finally, lets forgive each
other for anything we said, uttered or wrote which could have offended
the other. Let 2011 be a new year. Thank you so much.

I talked to some officials of Arua Municipal Council, they are also at
a loss. They do not know what is happening. Even the District Land
Board is perplexed. The District officials are at a loss. Rumour is
that its Tullow oil to which the land has been given. I also
understand that NFA has not de-gazetted the forest and has a
Memorundum of understanding with Arua Municipal Council for the
Municipal Council to use the land upon giving the alternative which
the Municipal Council acquired in Logiri.

As for the resolution, it can just be our consensus on the net. But
let any other person with information share it with us. Remember the
culture of land grabbing is entreching it self in Uganda. It is only
the Acholis who have resisted it, lets see what we can do

 As you are all aware, Barifa forest is one of the Central Government Forest
 reserves. Some two or so years ago, Arua Municipal Council attempted to

 and extend its boundaries for a better planned Town. The Municipal then

 to the National Forest Authority to have Barifa de-gazetted. NFA accepted on
 condition that the Municipal Council got an alternative land for the forest.
 Municipal then got land worth 100 Million Shillings in Logiri and it has

 paying for the land. I understand the Municipal Council intended to re-plan
 Barifa into a new Arua Town. Now some people have emerged from nowhere
 claiming
 that they are acting on orders from above and they have been clearing
 Barifa
 forest. The RDC Arua is the one purportedly supervising these people who
 have
 moved several trucks on the land. For us to act as WNF, we need a resolution
 and
 or a consent of the members so that we instruct our lawyers to file a suit
 stopping these guys from constructing any thing on the land and evicting
 them.
 If this situation is not arrested, Arua Municipal Council will loose the 100
 Million shillings, we shall not have a better planned town and we shall in
 the
 words of the Bishop be worthless. What is your take on this

JohnAJackson and Denis Aliga will gather your views on the Draft
Strategic Plan for the Foundation and incorporate them into a final
working document which we shall approve and it will hence become our
strategic plan.I urge all members to consider this phase of our
development as a serious matter. The tendency to be silent while
called to make inputs to such important documents should not be
condoned. Lets not wait to criticize ourselves on our inability to
translate our ideas into what can transform West Nile. Hope we
concentrate on this matter in the next few days so that we prepare to
establish the secretariat. As we await the opening of our account,
lets start saving to contribute our first annual membership fee for
the foundation. This will come after we have agreed on the Strategic
Plan and established a secretariat.

wrote the National Anthem dragged Government to Court and he was
compensated. Suits always have limitation periods. but for continuous
issues like use of royalty, Limitation periods do not apply. I will
try to discuss with Matenga, Ojaku, Akile, Ondoma and Okecha and we
shall see the way forward. The Old man needs to prove that it is him

Gilia, Maracha's are saying Deni is their own, while Terego's are
refuting that claiming that Deni is their own. Ayivu's claim he grew
up and studied in Mvara so he is their own. Nubians claim he speaks
their language so he is one of them same with Congolese who think
Denni and DMO are their own because of the way they spit Lingala,
Kakwas and Vuras are in arms while Madis and Alurs have overruled
every body.. Deni is a true West Niler.. I saw one thousand comments
posted on face book.. Deni we are proud of you and the other unsung
heros

Jackson,

What you have opined about our members who are flag bearers is
absolutely correct. I know most of them do not have time probably to
read their mails but it is a good Idea for them to share with us on
this forum their unique qualities, capabilities and competences in
terms of the package they intend to offer to our region if elected. We
are not going to shy away from one of our major objectives to make our
leaders accountable. The process begins now. I remember we one time
blindly supported one of our own and when that fella climbed the
pedestal, he became a disaster. He abandoned us and became like the
proverbial stupid bird which climbed an anthill and thought it was not
on the earth. We need to know what these colleagues what to offer. We
know Parties have Manifesto's which candidates follow. Our situation
however is different. Can these members tell us how they can assist us
in our efforts of transforming lives of people of West Nile.

Your Executive is writing to the Chief Administrative Officer of Arua
who is the accounting officer to give an explanation and the letter
and its response will be availed to all members, failure to satisfy us
will leave us with no option but to initiate some of the measures
opined by some colleagues like Milton. We call it public interest
litigation. We shall decide on others.

 -Inititate workshops in all the sub-counties to enlighten communities on
 required services that have been planned in the budgets
 -Lobby private investors to invest in manufacturing,tourism
 infrastracture,rail/river transportation,mineral
 exploration,agroforestry,timber processing,transportation,trade,waste
 management,etc
 iii.Initiate legal action-the charge is deliberately denying required
 services thus causing untold suffering (luck of drugs,water,development,etc)
 and white collar crime (incompetence,unprofessional actions,etc)-The legal
 approach will ensure that public servants are held accountable for their
 actions.

 Many people have expressed their views and various opinions have been given
 on this subject. From the views and opinions, we are certainly in position
 to identify a number of problems. I imagine the way forward is to see how
 and where WNF comes in. The challenge I see though is that up to this point
 all the arguments about this and that are being raised from one side. We
 have still not heard from the Local Government side. Ideally, they should
 have presented the problem statement to us before the forum members take to
 the floor.

 Mr. President,  as we try to forge a working relationship with our local
 leaders, we need to be mindful that our success as community pressure group
 in making a positive contribution to the development of our region has a lot
 to do with the full involvement of the local leaders. They are the people on
 ground. They know much more how the system they work in operates. Obviously
 they know what has and what has not happened in this case.



 This debate has nearly come to an end. A decision will have to be made. The
 question is How are we going to make such a decision when one side of the
 story is not presented?



 And even if we did, how and where do we start the working relationship? We
 can not afford to work in isolation or else our efforts may be frustrated.

[WestNileNet] FDC fronts Alaka for Godi's seat Red Pepper

I woke up yesterday to a barrage of phone calls and SMS messages from
foes and friends telling me to read the 2nd Page of a Local tabloid
called the Redpepper. On getting a copy of the said issue, I saw the
Article and perused the same. This was not the first time the
RedPepper guys opined an Artilce linking me to Politics. Gentlemen, I
am cognisant to the fact that with the discovery of the Largest Oil
wells in Amuru and the Assuarences of even larger ones in West Nile,
there exists all the justification for us to start direct
participation in Politics. However, such participation will have to be
well thought out and well planned. Besides, we need some consensus
amongst us as the elites from Arua. It will be myopic for us to
venture into politics without this consensus. Redpepper can write
anything but the onus is on us to agree on who amongst us should be
fronted not only as an M.P but probably as a board member of a certain
Company or for any placements. Wish you a nice day.
