need access, or whatever, in x areas and we get on the phone and start 
moving help into the area.

I want this to be an official deal.  I want wispa to be in the first few

A ratified constitutional amendment that says that congress and the FCC will
stay FOREVER out of our hair.   Since that's not going to happen...

I would suggest conveying to the FCC just how adamant that a large array of
operators are that they NOT be required to do X to be in the business of
providing internet.   477 is just the nose of one of  a herd of camels.

I'm glad you'll be at the FTC workshop.  What's your take on it?  What'll it 
really be about?  What's the goal?


I'll not be at this FCC meeting.  I've got too much to do here and not 
enough time or money to do it.  I REALLY need to not travel for a year or 
two.  At least not for "fun" stuff like this.  I sure miss going though.  I 
have a great deal of respect for many of the folks that I've met at the FCC 
over the years and it sucks to not go back there and see them from time to 
time.

An hour or so meeting with a bunch of FCC employees who are rolling their 
eyes as they deal with another special interest group wanting something 
will not motiviate them to ask us back, we need to present a unified and 
inspired presentation not just individual whining.  Last time guys asking 
for frequencies or special stuff just made them wonder when their next 
meeting was and how soon they could duck out.  Mac Dearman captivated them 
with his story of Katrina and that's the kind of stuff they need to know. 
THEN we throw in the other stuff to show how the next disaster will mean 
calling on us again and here's how we are ready.  PLUS if we have the 
pre-approved resolution staff will know we have their bosses full support 
increasing our stature with them.  No one likes the whiner but everyone 
likes someone who can run with the ball.


Also getting the FCC to preapprove something could be released to major 
trade and public publications getting WISPA better positioning as the 
primary Wireless group in the country.  This also raises the reputation of 
WISPA in the government and vendors eyes opening more doors and 
opportunities.  You can't knock good PR and the FCC should be happy to do 
it because it sheds them in a positive light since all government wants to 
be seen as helping the little guy plus they understand Politics better 
then you or I ever will.  Beca

will give it. :)   It certainly can also help with our own community seeing OUR 
company as the activist for them whch puts us ahead of our local competitors in 
their eyes.
 
An hour or so meeting with a bunch of FCC employees who are rolling their eyes 
as they deal with another special interest group wanting something will not 
motiviate them to ask us back, we need to present a unified and inspired 
presentation not just individual whining.  Last time guys asking for 
frequencies or special stuff just made them wonder when their next meeting was 
and how soon they could duck out.  Mac Dearman captivated them with his story 
of Katrina and that's the kind of stuff they need to know.  THEN we throw in 
the other stuff to show how the next disaster will mean calling on us again and 
here's how we are ready.  PLUS if we have the pre-approved resolution staff 
will know we have their bosses full support increasing our stature with them.  
No one likes the whiner but everyone likes someone who can run with the ball.  

Also getting the FCC to preapprove something could be released to major trade 
and public publications getting WISPA better positioning as the primary 
Wireless group in the country.  This also raises the reputation of WISPA in the 
government and vendors eyes opening more doors and opportunities.  You can't 
knock good PR and the FCC should be happy to do it because it sheds them in a 
positive light since all government wants to be seen as helping the little guy 
plus they understand Politics better then you or I ever will.  Because of that 
they won't be insulted by you asking for a pre-approved resolution to be 
released at our visit, in fact they will respect us more for being saavy enough 
to think that way.  
 
Whoever goes should work together to provide uniform presentations that endorse 
each others issues as important while emphasizing on their own point. Like 
saying (just an example) "Marlon is right about the frequencies, I have three 
frequencies in the 2.4 range and I'm trying to blanket an area with 600 
overlapping signals."  Leave it at that because Marlon just spent his 10 
minutes talking about how hard it is to coordinate three frequencies and the 
triple labor costs involved in interferrence issues for himself let alone his 
fellow Wireless competitors.  Just one sentance of endorsement so they retain 
Marlon's idea then it's time for your point.  "Along those lines I'd like to 
suggest that the WISP's not have to compete with the cordless phones and 
wireless cameras of the world who are providing luxury not necessary 
communication.  The FCC should recognize that we are an important part of 
deliverying communications as endorsed by the President and Congress strong 
mandate for rural deployment.  This could be done with our own frequency range 
that is used at a higher power so we can compete with the cable and phone 
companies who have never provided rural coverage but sure love to threaten it 
every time you help anyone compete against them."  Its more of a tag team 
approach which makes the meeting more productive and minimizes their feeling 
that they will just get pounded on one subject.  Oh and if possible whip out a 
letter from your Congressman at the end endorsing your point.  The ole one two 
punch gets em every time.  These meetings are rare and the rest of the public 
considers it big thing, we should be smooth and ready.

I thought I would let all of you know I actually wore a suit & tie today to 
the FCC Katrina review panel today. It seems that 10 minutes is not very 
long to get your point across once you get started talking. I do think that 
we faired really well and I caught some slack with my Southern born/bred 
slang and accent as there were people on the panel who said that they could 
understand everything I said :-)


  It was really amazing to me as most of the speakers there were trying to

Agreed.  Mostly.  Like it or not, we have to be political about this.  The 
government thinks that the cable and dsl guys are doing just fine in town. 
It's the rural areas they are worried about.

Word of advice

I agree tht disaster relief should be a large focus of the meeting. Not only 
a review of how we helped, but why it is impairative the the FCC includes 
WISPs in its future plans for solutions for disaster relief.

I believe one of the most harmful images that is portrayed today by WISPs is 
that WISPs are about "rural". I believe a much better phrase is "the under 
served".  In order to gain strength as an industry, we can not JUST focus on 
the "rural" parts of the country, we exclude 50% of the WISPA members by 
doing that, and the consumers in suburban america that need our help and 
strengthen our potential volume.  Otherwise, we get labeled as such. 
"underserved" by default covers all of rural america, as well as the 25% of 
urban and suburban America that are still underserved.


The fact is there is a percentage of American that are better served with 
wireless technology, and we can not discriminate by region, but inform that 
we need assets in all regions to maximize the number of people we can help, 
where Wireless would be more beneficial.  A large part of the EAST coast is 
very hilly and heavilly tree'd, and not considered "rural" by the 
government.  We all need 700Mhz.


700Mhz is the hot item to fight for, for the "under served".

We need to also remind the FCC, thatwe need legislation that subsidized and 
supports survival of this industry that can be an intricate part of the 
solution and safety for this country.  Bring point to true redundancy and 
diversity, and what is required for that. A redundant wireless system 
doesn't do the nation any good if it shares all the same Telco COs, 
backbones, and core data centers.  Attention need to be brought that the 
WISP community is no longer just a group of last mile backyard companies 
extending the telco networks, but are growing to size where we really have 
our networks runing in parallel to the telco networks offering true diverse 
path and redundancy necessary for homeland security and disaster prevention, 
and recovery. By including WISPs, in a tragedy less recovery would ever be 
needed in the first place.
