I think, both of these softwares are quite good with Windows 11 & you can go
with windows 11 but it will be better to wait a few more months.

The arrangement under which the insurer will pay a fixed percentage of
the approved claim amount is known as "co-pay". Such co-pay clauses are
present in health insurance policies issued to non-PWD people also. The
co-pay percentage is mentioned in the policy documents.
Because IRDAI leaves that decision on underwriters. And StarHealth guys do that
a lot in case of PWDs. Even CCPD orders on this have been useless.
