I think you need to distinguish between "public IP" and "static IP".
All our customers get a public IP (we don't NAT multiple customers to one
public IP), but residential gets a dynamic (pool) IP. That doesn't really
save us any IP space since most customers have an address lease 24x7. But
and also look at the pricing on a /29 ...
IPv4 pricing is not linear, cause how they assign it.

The original discussion was in regards to Wholesale / Bulk Ip lease and not
Retail give me an IP for one end user cost price.

Yes, but that is direct retail side, and that is most likely reflective of
internal policy.. (running server on a static IP)... thus getting a premium for
that type of use.

I have been doing several Ip purchases for clients. Most are scared away by
pricing once you get above a /21. I had one client send their /19 off to a
broker and they broke it up and sold it off for them. A /22 out of that went
for about $10 an IP (around 10k). The client had fees and such
The residential ISPs have been preparing for this by charging up to $30/Mo

We've started deploying them. We have two locations where the 1000 GPS
antennas don't work due to (I think) STRONG 900MHz interference.
