There's a couple jobs that aren't necessary but should probably still have an
assigned officer. I tried to write these such that they don't add too much
responsibility while still encouraging them to fulfil the goals of the offices.

Reporter is awful: it has been abolished TWICE in my time as an official
position because it is useless. It is just very bad.
