The unix admins changed the ownership of /usr/lib/locale/C/LC_MESSAGES/arsystem.cat to be the same owner as I am installing with. I checked the permissions on that file and they are -rwxrwxr-x. Presumably that is correct. There is zero chance of making the file publicly writable. Manually
