What happends next? Do the councilmembers fill the seat, is there a special election or does the seat stay vacant until May? Does it make a difference if the resignation is effective before or after the new year since it is an election year? If no one knows off hand I'll try to look it up.

Here's what I found out: Because AP is non-partisan, the City Council members have 30 days from the resignation to fill the seat. If they don't fill the seat, it stays vacant until May's election. If AP was a partisan town, the political party would put up 3 names for the council to choose from.
