The CD player couldn't scan the tracks on the CD, give them a Replay
Gain value and then store it on the CD player itself?
Anyway, like pfarrell pointed out, the CD is dying.

But if something like RG was made universal, it would put an end to the
loudness war era. Of course, the music made during the loudness war era
would still sound bad.
