A car will normally aquaplane when it is travelling at approximately
112 kph without cruise control on. There is nothing you can do
about it once it starts.
It happens often on the motorways in the UK.

Class 1 CASA medicals. Since
retiring from the RAAF I have been overseas so I can quote the cost of US FAA
Class 2 medical (US$80) but have yet to pay for a Class 2 medical in Australia
hence my guess at the cost.

To answer your question We need to find out what the US Military does with
airspace for comparable activity.
For many years, US military airspace has consisted of MOAs (Military
operating areas) and Restricted Areas. Anybody can fly in a MOA without a
clearance under Radar Advisory Service

As promised, the attached file has Digital Terrain Elevation Data (DTED) for
the turning points you requested. There was only one point that wasn't
covered. Even though the information is presented to the nearest foot, the
accuracy is more like +/- 100' ie close enough for your purposes.
