The short answer to your question is no. But it is possible to perform
hot updates to wsdd. Have a look at WSABI, an open-source Axis
administration tool. It provides a graphical interface for managing
Axis deployments, including the ability to manage deployment descriptors.

There is no problem, u can add a request flow, response flow inside a
service tag. Then the content in the request flow/response flow will
be executed only when a request come for the containing service.

It's not absolutely required that you copy it, but if you need to make
any modifications to the settings (e.g., enabling remote admin, turning
on/off multi-refs, etc.), you should copy it to your WEB-INF directory.
That way, it will override the server-config.wsdd that is in the Axis
jars.

Making the getCall method public doesn't do any good. Well, it might do
SOME good. getCall gives you a Call object, but that Call object would
never be used in a stub invocation. The only good it does is if you call
methods (like setOption!)

I tend to agree with you but in the mean time it is impossible for someone
to set the options without hacking it in the Stub class. I have the same
problem with seting the Call's soap header.
