Template monster doesn't use a base/membership fee.
They charge on a per-download basis. I have used a few of their templates. I think Erika has as well. She was the one who turned me on to them.

comes with ColdFusion (/cfdocs/exampleapps/publish/). I started with that

identify the 15+ different sections on your website and the type of
document that can be present (URL, text, FILE in each) and away you go.

Without answering your specific points directly, may I suggest you take a
look at the Fusebox methodology - www.fusebox.org. You will find that it is
very helpful, once you get to grips with the concepts, in providing a simple
and logical way to structure your code for maximise code reuse
Can I suggest you go to www.mindjet.com download a copy of MindMapper 4.0
and plan out your site properly.
That way you should be able to identify common sets of functionality.
Shouldn't be that difficult to then completely understand the site...
