Employers will always find a way around the laws. They've been paying cash
for a lot of these jobs for years even before the immigrant workforce came
in.
Construction demand went way up, so the builders and the contractors needed
people to do the work. It will be interesting

For the second time in the history of this list, I agree with Gel. This is
an imperfect solution to an imperfect problem in an imperfect world. But I
think it's as good as we can get, I think we need to just bite the bullet on
this one and focus on doing the right thing GOING FORWARD.

to hire an illegal when there are plenty of legal workers available
