Gimp is a ok but i wouldnt personally use it.

Photoshop Elements is really not a bad alternative if you don't mind spending a
small amount, it does all the stuff that the average person really needs in
terms of
The Aptana plug-in provides a nice file view with FTP/SFTP. You can get FTP
from several other packages, but that's the best one I think. It also provides
automated FTP synch support which is a pain to get set-up but does work pretty
well.
