Yes, this is true. CF uses the CFID and CFTOKEN values to track your browser. Without them either in the URL or as Cookies, CF has no way of tracking you. This is true of virtually all state tracking on the web. Using any other criteria (such as IPs) are flawed, and don't work in all situations

If you want a real webserver then PWS wont cut it. All PWS is, ia a local, limited functionality webserver for testing pages. It has sod all admin features. But if you just want something simple to test your pages locally before you make them live, then this will do you. But I would install IIS
