No, but one of these days (I keep saying this since almost 2 years), I will
build an extension to attach both CSS and Design Time CSS to multiple file
or entire sites at once.

You can search the help, there is a dedicated section called Using
Design-Time style sheets.
Say you have a file where there is no explicit link tag pointing to a CSS,
but it still contains layout material (tables, text, paragraphs, whatever)

matters, but email isn't a great communication medium and agreeing on using
the same

It all depends on the level of functionality you want to reach, I think I
could hack a very crude, working thing in less than an hour, but in order
to create a polished, rock solid, fool proof tool, I could easily spend
30-40 hours
