I think it must be a chrome bug as well, though I can't be sure.
I was able to reproduce it multiple times with 2.0.158.0.
Sometimes it took 10 minutes, sometimes 3

I have the same problem, to fix it, I usually open up another tab, close it
again,
take my mouse away and it's back to normal. Really annoying though.
