The DR is elected first by highest priority, the tie breaker is highest RID.

This would be when you are using the Gigastack options? Isn't normal
operation of Gigabit is FULL DUPLEX. My thoughts were that collisions on
Gigabit were bug/hardware problems, not flow control, normal, or
representation of giants.

I think your thinking way too hard about this;) A loobback is
nothing more than a logical interface as opposed to a physical
interface. As far as the routing process is concerned it's just another
interface. Don't know how to articulate it any further.

Thanks Alex but when your routers are going back to back LMIs are
turned off with the no keepalive command. I believe because a Frame
switch is not involved in creating the PVC.
In any case I updated the IOS image to 12.3.1a on both routers and
the connection comes back up without any issues

the OSPF section under the discussion of DR and BDR (page 171) he says that
