sounds like config register to me.
if you do a sh ver, and it's set to something other than 0x2102 would boot
config off a tftp server, then change it
config-reg 0x2102
write your (empty) configuration
and reload

This was discussed earlier regarding the error message for a tftp server.
However, my question was still unanswered.
As suggested, the way to correct this is as follows:
Router(config)#no service config
Router(config)#Ctrl-Z
This eliminates the error message during the session. But after clear
