If the IOS support wccp then issue :
-global command
ip wccp web-cache (to enable http)
-interface command
ip wccp web-cache redirect out (to redirect http on
desired interface)

I think for most platforms, WCCP requires the IP Plus feature set.
Straight IP doesn't have it.

Within global config try
IP WCCP WEB-CACHE
or
IP WCCP WEB-CACHE ENABLE
As a heads up, you should try the WCCP v2 commands instead of the version 1
commands.

I am using WCCP v1, and I have two links one is for uplink as well as
downlink(say Network A), and the other is only for downlink (say Network
B). And I have different 'Class C' address. Lets say X, Y, and Z.
WCCP is implemented on Serial interface where my uplink is connected.

Your router expects wccp version 2 on ur web-cache by default. Ur web-cache
is sending wccp version 1 messages, hence ur debug output. U have to do ip
wccp version 1 in global config mode on the router to enable support for
wccp version 1. If u dont get the version option on doing ip wccp
My experience is with Cisco Cache Engines running version 1 and 2 wccp.
I have never implemented a cache on squid (that should be wccp running on a
unix box, right?), so I really cant help much there. But if ur router is
