Your problem is exactly what the error message says, you haven't installed
the C compiler that was used to build the Perl binary you installed.
Your best bet is to get a copy of gcc and use it to build Perl and any
modules you want.

Oracle8 IS downward comaptible with Oracle7, provide you use SQL*Net v2 to
communicate between both, which shouldn't be a problem. So you can use Oracle8
on your Linux box to communicate with Oracle7 on NT.
