Instead of maintaining/updating text files, wouldn't it be easier to
write a database query that created a full text dump at runtime,
whenever a user requested a full year?

good idea with being able to download the information as a text file.

i'm working on the lynx / cross-browser compatibility stuff and definitely
see that as a requirement if the site was converted to the new format. for
now, the PILOT site is compatible with Netscape 4.7x and up and IE 4.x
