ll_index_to_type is not enough for that

you can /only/ use -j
with the tc xt module. To accomplish what you want to do thus
do tc xt ... -j MYSETMARK1CHAIN then use iptables to create that
chain and add a rule to it that sets the mark to 1 for everything jumping
there.
