Yes, that is my aim: The only requirement is dropping ksysguard from
testing. Then all the 5.23 can transition to testing, including the fix
for the borken upgrade from testing->unstable.

As I said, the texlive build system needs the configuration step even if the
library is not used or build.
I don't need to say more, reading the build log and searching for gd is
enough.
