Yes I agree it is a scam.. I visited the site and it is definitely a scam.
Needless to say PayPal would never send such an email.
But my question was not posed right... It is confusing .. The email shows as
if it has come through a PayPal computer. The IP, REVDNS, etc. All show
PayPal.

Yes. By default, Declude will scan all E-mails that the server handles.

If you have deleted the accounts, IMail
Declude will only process what Imail hands to it. So, if Imail receives the
message, it will be handed off to Declude for processing.
So, you have to look at Imail to see why it is accepting messages for
non-existent users.
Reasons for this are:
1. It is acting as a gateway.
