I would proceed with the SVN audit of files and upload a patch that removes
jpl refs from any files you see, even if it's just 1. Let's start there, and
ignore
the DTDs and schema refs for now.

What version of Maven and Java are you using?
It looks like you have some class on your classpath that is overriding the
XML parser (and its methods) that that particular test is expecting. Let me know

file, validating the filemgrUrl -- I don't think you can have the trailing

I'm aware of several missions and projects that wrote this type of tool for
themselves, using checksum tools,
Python, Perl and other languages.
A generic one in OODT would be great though. A JIRA issue would help to get us
