One can export a PDF and - with an extension - it is also possible to
import a PDF.
And with this extension one can use a PDF also as a container for odf

There are only limitations to create PDF forms.

IMO all 3 points are important.
Topic one and two have to be done by core developers.
Topic three can also be done by others and in collaboration with LO people.
