What is the issue? I think it's normal to run a mailing list the way mailing lists are normally run, which is that participants have to register. Where this is not respected, the mailing list is ineffective for all concerned (both questioners and helpers). I'm not saying that there shouldn't be exceptions sometimes, but that should be limited to individual cases and not become the norm.
