but b/c the reality is that unless you can make shit, your skills as a
designer to communicate to all stakeholders is severely limited.
this to mean you believe that everyone needs to know how to physically build

Not sure whether you mean top-down, as in you're making the decisions and
users will be adopting whatever you decide on? or top-down simply meaning
a navigation/menu structure that involves several layers of hierarchy?
The former might suggest not so much input from users. But if you

tarem, zig-zag-zav, lorem ipsum...etc. (whew!)

(1) allow emails to carry either one or many labels (which, we know is
already a gmail function); but there's no reason in Outlook or
elsewhere, even using the paper/files/folders metaphor, not to allow
content to appear in more than one
