Thanks for reviewing my thinking.
In the end I fixed the data. We had several items which had two
CC-LICENSE bundles each. After checking that the text was identical
in both bundles, I deleted the bitstreams from one bundle. A handful
of failed dissemination runs combed them all out.

It appears that the sequence_id must be (expected to be) unique
per-item, because a bitstream can be in more than one bundle
(Bitstream.getBundles returns an array) and that makes nonsense of
