QSL direct from him but he said "NO", only direct to 4U1ITU. After waiting
about 16 months for a reply (from an SASE and IRCs to ITU, Geneva), the QSL

It's a crap shoot. Sometimes you get answered and other times not. It takes
ma an average of 3 tries for each JT QSL received. I know they answer QSLs
if they receive them BUT I believe it's the mail thiefs that are the
problem in JT-land (similar to Russia now)!

I think most contacts from about October 1, 1994 until October 1, 1997 are
no good for DXCC at ARRL.
There is one exception. Contacts with 4U9U during this time period are OK.
The first legit operation after this period was 9U5D starting in October 1999.

other countries around the world are not restricted in the 12 meter band
