Question - I have a build running
samco@samco-desktop:~/linuxcnc-beta8real$ git describe
v2.5.3-2516-g3f0c527
and it runs steve.ngc with just 2-3 slow downs that I can tell.
currently a fresh pull from your repository as of today (v2.5.3-2521-g0c13743)
- steve.ngc slows down quite a few spots.
Ok, I'll take a look at those versions and see what changed.

never mind... You changed Q to default to zero - so I had a G64P.5 and
in the previous build - that (as you have found out) also sets the Q to
.5. So changing to G64P.5Q.5 I get the same speed.
