Joe, In theory, you could approve a modem which complies with TBR 21 plus - Czech Advisory Notes ATAAB AN018, AN019, AN020 (ETSI TR 103 000-3-1, 2, 3 V1.1.1 (2001-08)) - Network Compatibility tests (tone/ring detectors etc) however it's a lot more convenient to use the TZP 018 spec as the test
