It's been quite a while since I've done this so I figure I would ping it off
the group for a consensus. Back in the old days, you could use a Dipole
antenna to take radiated emission measurements for frequencies that were
either failing or were close to the limit. Is that still legal

company…. i.e. shipping from North America factory to Europe factory…. CE
is a non issue and does not apply in this case.

required. We have some in-house designed test equipment that we are sending
from the U.S. to one of our factories in Europe.

A reminder - CE Marking and the related EC DoC is only needed for those
Directives where the text thereof states that these are SPECIFICALLY
required.
If there is no such requirement in the text of a Directive or the equipment
is outside the scope of that Directive, then - in fact - the CE
