Sounds like your users are having their mail delivered to PST files.
Assuming Outlook is your client, check Tools, Services, Delivery tab and ensure that
mail is being delivered to the Mailbox (on the Exchange Server) instead of Personal
Folders.

messages were sent it was running. Then when it didn't restart, I rentered
