That counter is known to be imprecise. I wouldn't put any faith in it.
The 1221 daily event log entry is more relevant (when compared to the total
size of the physical store and the total size of mailboxes when added
together).

That would always be my recommendation. Offline defragmentation should never
be considered a part of normal Exchange maintenance.

I believe if you move to a new store, you'll lose SIS, and it'll get
bigger than it would have been if you'd just left it there and done an

Exchange adds an event to the event log with your SIS ratio after a
nightly maintenance run completes. You could get an average of an SIS
ratio across the stores of your server and then divide that by your
report result.
So, if your SIS ratio averages
It won't change, but will have lots of white space in it.

finished. After all, that's the time you really want the full backup
