Follow up: I had to switch DNS on both servers, to look at each other
instead of themselves first. Once I did this everything went through. Weird
that it worked for about 2 days.

Are you doing PF replication between servers? Is it possible that even
though they aren't mail enabled , replication is using smtp transport to
handle this , thus a random email is placed onto the folder? I haven't kept
up with all the ins/outs of Exchange over the past couple of years, but
We just had this issue recently and solved it using MFCMapi from Microsoft. We
found these corrupted 'rules' for delegation after a user was removed.

Have you considered just using rpc/https with dual sign on? So exchange is
in its own complete domain? Just a thought with everyone using rpc/https and
OL2010 might be something to look at.
I would also think to move the MX record and Spam (Front End) into the
cabinet as my first step leave

Even though you may have whitelisted yourself who knows what the filter is
doing bound to smtp .. turn it all off.
