Just updated SmartScroll (Mac), and it is working well. I think I abandoned it
thinking that the horizontal scroll wheel would replace it, but the keyboard is
far better for controlling small scrolling increments.

Yes, used to have occasional trouble, but it also worked a lot of the time.
Haven’t used it lately, so I don’t know if it’s been updated.
I have a thumb wheel on my Logitech mouse that I use for horizontal scrolling,
but it is hard to control, so I will check on Smartscroll again. I
I use iKey 2.5.3 still, and it has Scroll actions that works for me under
10.11.6.

I used to use SmartScroll for this. Haven’t tried it recently, but it’s worth
a look. It uses the directional arrow keys to accomplish this.
