Have you installed xemacs and xemacs-sumo-pkg? I had exactly the same problem thinking that xemacs-sumo-pkg "had it all". It looks for all the world like xemacs is installed by installing the sumo-pkg, but that's not the case. You need to install both (or at least xemacs) to get the executable.
