For testing improvement request #43, we're having difficulty encountering
the looting panel for capturedGoodsDialog. We've realized that you need to
declare your nation's independence before you encounter these panels, which
we assume will take a substantial amount of gameplay.

In DragListener.java, whenever there are mouse events with SHIFT+CONTROL,
the export of the event for drag start works; however, it does not call
import data for drag stop. For other mouse events this works, i.e. SHIFT,
CONTROL, but for some reason only SHIFT+CONTROL doesn't.

My team and I had some questions regarding ticket #199. Here's our current
understanding of the issue:
1) Holding down SHIFT while dragging the mouse on a goods type will allow
the player to select the amount of goods of that type to move
