The MTU isn't a freeradius problem, it is a 802.3 specification limit.
You cannot send more than 1500 bytes (except with jumbo frames), you have
to reduce the data length in some way.

Ok, probably the best choice is the proxy option. The only problem
(because I thought about my suggestion) is disk space on server 2.
The NFS solution is another possibility, but sharing that kind of files
could have security problems (not theoretically, but if I forget to do
something...)
The location is not the problem, the main problem is the port in which the
daemon is listening. You have to configure the second daemon to listen in
another port.
