+1 it will be good provide some documentation about the notifications a
GeoServer developer should expect,
and how rules could be wrote for the different notifications (it mails
headers we should expect, origin address, etc ...).

have a simple message now for new developers: subscribe to
geoserver-devel. Do we want to make these instructions more complicated?

Well having a second mailing list will not change to much to me, in a
way or the other I will still receive the same mails and rely on filters
to organize everything. The downsides will be that the community will
have to maintain a second mailing list and developers will have to
register on

We could make a seperate email list for jira to send out notifications to?
I think it produces more email then the builds ...

In catching up with some of my coworkers it turns up that they are unable
to keep up with the amount of email generated by geoserver-devel. I know I
have filters for jira, the build servers, etc... so I can focus on what
people say.
