Just took a look at the link you sent - and could not find any problems you
mentioned.
The Title in the Layers list is with Umlaut - and the Data inside some
(random clicked) Layers are also displayed correctly here.

Umlaut-Problems in our german geoserver web interface:
Every german Umlaut like ö, ü and so on is replaced by a question mark.
