New maintainer for gtranslator

Hello, I've spoken with Ignacio Casal Quinteiro and we've agreed that I will take over maintainership of gtranslator. This summer, a student is working on a GSoC project to write an alternative to gtranslator, but while it's in the early stages, I'm hoping to breathe new life into gtranslator

Hi Sean, First of all, many, many, many thanks for taking care of this. Although Marcos is developing a new translation tool, I think that fixing and improving Gtranslator is a very good idea. It is a working tool and most of the work is done. Fixing its major bugs, and adding some new features

From what I have seen of the application, I think his goals and intentions are different. I'm familiar with gtranslator and I know it well enough that I know some of what's wrong and some of how to fix it. I don't have a clear idea of the direction of valacat and what it will be when the developer
