One guess is that you transfered the file in binary mode rather than ASCII.
Another possibility ... are you going to or from a Linux environment from another

As soon as any updates to the ICDs are released VA-wide, they'll be on the ftp site
too within a few days. I wouldn't try to merge them in by yourself as there's a bit
