[H] TI4200 video capture problem

A friend of mine has a GeForce TI4200 that he's using for video capture. When ever he tries it, he gets a white bar horizontally across the middle of the screen. He's recording from VCR tapes that he recorded with a camcorder, so it shouldn't be copy protection. Anyone ever see that before,

unfortunately that's part of the problem, I can't open Spybot now either. Same thing, I click on the Spybpt icon, and get the hourglass for a few seconds, then nothing else happens. Something has gone haywire. Can't open any programs. But, oddly enough, my kid opened her folder full of digital
