I run a DOD dedicated server on a windows 2000 advanced server and I have
never had any issues with the server only HLDS. I have also dabbled in
Linux and Apache so I can appreciate both.

My players and I have experienced this since the last update also. It
appears in our case to happen to all players at first, and then some players
were able to move again before others, once it wore off. A couple times
yesterday, it never wore off and everyone lost their connection to the
server.
I haven't been getting any reports of problems with TeamSpeak though.
