fps is NOT unstable by nature.
fps go down if the cpu cant handle a frame fast enough - less frames
per second!
stable fps means cpu can handle all frames fast enough - there is no
lag (beside network bandwidth limit perhaps)

When i'm playing on a server i can NOT look how this cvar is set by
typing sv_minrate in console.
Can you make it a cvar like cl_cmdrate? when i type Rate, it should
tell me rate 1000 (default 1) - this cvar is forced by server to 1
