recently when we conduced a census in Haiti (2011.2012) with the
national office of statistic.
We decided to use polygon as it was more useful for the survey team to

The best way to sync your census data with OSM would be to have similar
administrative boundaries, they are typically stored as Multipolygons.
There is tons of documentation on how to create accurate boundaries [1].
Any national wide census should start with defining every boundary

Mapping the buildings as points is not problem. Often I think we are
mapping the building outlines because it looks more visually appealing on a
map than anything else.
